Because it didn't OCCUR to her to leave. That's the entire point behind Elsa going, "Then leave." Her expression is one of confusion because she doesn't understand WHY Anna has stuck around if she can't live like that. Meanwhile, Anna never even bothered to think about leaving and going on her own travels and such. She never asked--she assumed that because Elsa wanted nothing to do with the outside world, she was bound to that, too.
