[Though I will add that I tend to steer away from her later Valdemar books since they seem to be going down in quality, imo - but the earlier [before the current series of them] are great, and her Elemental Masters and 500 Kingdoms series are *awesome*, and always seem to have great female characters.]

If you don't mind short stories then I can't recommend the Chicks in Chainmail anthologies enough. The whole point of those books is to have female leads being awesome - usually with a heavily female [or all female] cast. Plus their hilarious [in a very good way].
