Problem with your extreme view about romance in fiction? any story that explores survivors in a post-apocalyptic world is gonna deal with emotions and how these people deal with this new life. One of the strongest emotions is the need to bond with other humans and that often presents itself as romance. You may think it's unimportant and useless but the majority of people don't. That's why so much media involves romance. It's not the be all end all of existence, but it's a big part so it gets written about.

There's a reason that post-nearly-dying sex is such a popular trope, too.

While I believe that could be true (I've never personally experienced an apocalypse before so I can't really say how I'd feel), I don't think it necessarily has to be true in all cases. Romance is very popular and most authors take that into consideration when writing their stories. That's why romances can sometimes get old and tired.

Romance in any genre is often shoehorned in. I also think it's natural in a post-apocalyptic setting for romance to develop, so authors would be more inclined to explore that anyway. But yes, romance sells.
