One of my exes has extremely curly hair. The trick that he found worked was to use hairspray immediately after showering, while his hair was still wet. Instead of frizzing up, it would come out in beautiful almost-Grecian ringlets. As I recall, he didn't have to use a lot. Might be worth a try?
