Moffat was fairly popular during the RTD era. His episodes were usually a change in pace from the others in the season, with a strong undercurrent of darkness. A ton of people loved "Blink" when it first aired, because the Angels were new and novel bad guys then. It also wasn't an episode about the Doctor, it was Sally's story-- which I think helped make them scarier, because a normal person (not even a companion with alien experience) who was thrown into this situation had to stop them.

It also wasn't an episode about the Doctor, it was Sally's story a pastiche of William Gibson's Pattern Recognition
