Saying this again, but it is natural to have light hair and dark eyebrows. Do you seriously not know any blondes or light haired people with dark eyebrows or dark facial hair?

Yes, people in my family have this combination.
Mixture of Italian, German and Polish.

not the OP, but I actually don't. the only blonde people I've seen with dark brown eyebrows weren't naturally blonde.

Huh. Where do you live? I'm in southern California, and although my hair gets darker with every passing year, I still have darkish eyebrows and lightish hair. It was much more obvious when I was a kid; I had white-blonde hair and dark eyebrows, like both the actors pictured. I've got pictures of both my parents with the same coloring when they were young, so I don't assume people with that combo have dyed hair, and around here, where people spend lots of time in the sun, I see it pretty often. I suspect I'll officially be a brunette for a couple of years before I go grey, though, judging by my parents' hair.

I live in New Hampshire, which is mostly pale-skinned white people with blonde or brown hair. the women of my family are typically blonde with light brown eyebrows, which is probably more like what the OP imagines haha. I'm not sure how much geography comes into play, but personally I've never seen a natural blonde with dark eyebrows--though I don't doubt they exist, of course.

Yeah, most of my family has this combination. (The rest of us are gingery redheads with entirely invisible eyebrows, so IDK how that works.)

Yeah, it's really weird/awesome that redheads can have like eyebrows. I usually chalk it up that they are usually pale when they are white.

Although they can have dark eyebrows when they are darker spectrum of red like my cousin.

A fair number of my family members on my mother's side are like that - they're a mix of Norwegian and Irish.
