Yay, a Papers, Please! secret!

And yeah I agree with the anon above -- Jorji is a real corrupt crook (IIRC I did catch him running drugs at least once) who knows how to work the system, who to bribe, and has connections and pull to function within it. Whereas most people are just regular guys who are trying to escape from a bad situation and don't have his savvy.
