He's a well connected drug smuggling criminal. Part of the point, I think, is that he could be an evil smirking jerk, but he's not. He's a 'bad guy' but your character gets to like him. And whether you let him by with bad documents or not, he still respects you because your just doing what you need to get by.

The whole game is about making you make hard choices and showing how unfair things can be for a 'normal' person.

Yeah, I came to like him a lot, personally. I got weirdly obsessed with this game for awhile and played it over and over again to see what different outcomes I could get. No matter what you do with Jorji he is always friendly and respectful, and he's never bitter when you turn him away, just 'okay, I'll get the papers I need' etc. Of course, that is probably fueled partly by the fact that he's getting all this stuff illegally anyway, but still.

Also, there's something endearing about his handmade passport...
