A nigger is something that racist people would use in reference to black people.

A nigga is slang term of endearment used amongst (typically) black males in an attempt to diffuse its origin.

No racist asshole is going to call a black person a nigga--they're going to call them a nigger.

IA. On a similar note, I've never understood how bleeping out profanity somehow makes a song 'clean'. Everyone knows what goes there. Or is it not an automatic response for everyone to insert the word in your head anyway? Sometimes taking the time to think about exactly what it might be?

Also, if something is censored out, people minds tend to go to the worse. So if a mild swear like "damn" is bleeped out - people will probably substitute something harsher.

For instance, I was watching a subtitled anime what mentioned the catbus. The words were censored with a cat mewing but the subtitles censored it as "c*tbus", which I read before the cat mewed and...yeah...

it's for children who have never heard certain words before and thus don't know "what goes there." that's what i think of it as, anyway.

It becomes 'clean' because the offending word isn't being said? I'm not sure what's so difficult to get about this concept.

This reminds me of how various radio stations played a version of the song "Pumped Up Kicks" that had the words "gun" and "bullet" bleeped out/silenced, and I always had a great time coming up with words to fill in those blanks.

This extreme kind of censoring of songs on the radio always reminds me of the "radio edit" of My Chemical Romance's Teenagers. Apparently the lines "But if you're troubled and hurt // What you got under your shirt // Will make them pay for the things that they did" were deemed too offensive to be on the air, but no one could figure out what needed to be bleeped out, because nothing was a curse word or even a word like "gun" or "bullet." I think they ended up taking out the word "pay," which is both ineffective and hilarious.

IDK, I'm white so I just kind of step back from that one...I don't say it and I don't care if a black person says it. Unless they say it to me but then I'm just confused lol

Not all non-caucasian people are a member of the group affected by that word, so the answer is really long and starts with "it depends...".

It's not racist, per se, since non-black POCs don't have the structural power to oppress Black people. But it is anti-Black as fuck, especially when non-Black POCs would shit on Black folks to get a leg up on the race pyramid, even though at one point, they were in solidarity with Black folks.

I am talking in an US perspective but the US. Is largely responsible for very anti-Black attitudes around the world because the media they export to very country, starting with blackface vaudeville shows being the first major US entertainment niche to be exported outside of the country and it was very, very popular outside of the US and shaped a lot of attitudes that persist to this day even though said non-White majority countries have very low Black population and most likely never encountered a Black person, they will have anti-Black beliefs.

I hate this whole "POCs can't be racists" mentality. Treat us like equals, damn it! That means the good and the bad.

So, as a POC, I say, it's racist if any non-Black says it and even if a Black person says it, depending on context.
