I think it may have something to do with the extent to which a person is able to really associate the figure with the character/the actor. Those who do create strong mental connections between the outward features of a character and their, hm, "essence", will probably have a hard time not being creeped out by realistic action figures. For those who do not, it is less of a problem.

E.g. I wouldn't be creeped out not because I do not find the idea of a pocket human creepy, but because I could never think of an action figure as something that has much in common with the original character. Like, the appearance, sure, but it doesn't even have the body language and the facial expressions of the original, let alone voice, or vocabulary, or any of the kajillion things that define a character. It's like an empty hulk.

Ultra-realistic action figures are very cute. I'd love to have them if I found any for my main fandoms.
