I think that was more the parents fault, and Elsa just carried on with the way things were without questioning it. It's likely a regent was ruling until Elsa came of age and the regent (if they didn't know about Elsa's powers) probably trusted the staff to keep doing things the way they always had. And Anna just sort of got forgotten in all the tumult after the parents died.

I honestly think that if someone had brought it up (and I sort of feel like Anna was too timid to do so herself, or couldn't/didn't know how to get an audience with the right person), they would have let Anna out of the palace to go around the city now and then. It would have been good for the public image and Anna could hardly go around spilling a secret she didn't know.
