I think their parents would always have been protective because being born into that family would make them targets. It can also be unhealthy for children to grow up famous. The whole kingdom would know who they were and would want to know more about their future queen. That's a lot of pressure to grow up with.
When their parents die, I understand why they closed the castle off to the public. Both sisters were not of age, they were grieving, they weren't ready to entertain large crowds of people. We never really saw anything about who was calling the shots before Elsa came of age either.
