Anna was locked away for her protection (which was unnecessary and ridiculous, but you can still see how her parents and Elsa were driven to that decision). Rapunzel was locked away because Gothel wanted to keep her hair within reach at all times, and protection was given as a bogus reason to keep Rapunzel reassured. One of them is overprotection and misunderstanding, the other is outright selfishness and abuse.

This sounded so much more coherent.
