Not a country, but a city:

It does not rain torrentially in Seattle. It doesn't rain *hard*. It's a constant soft drizzle, not a downpour. People do not wear raincoats/slickers and seldom carry umbrellas.

Also, the grunge era was 20 years ago. There's still plenty of local music, and Seattle is definitely a haven for all sorts of hippies/misfits/artsy types, but it is not 1991 here.

LOL I WAS JUST TALKING ABOUT THIS UPTHREAD! XD Well, about Washington in general.

I'm the only person I've met here who's stuck in 1991. :P

The Pacific Northwest is jaw-droppingly gorgeous. I never get tired of it.

The northwest is awesome! Lots of pretty scenery and a very mild climate.
