The books didn't emphasize romance at all,

Which is why the president of a freaking country flips out over who Katniss has been kissing.

The romance was not EVERYTHING, but it was trumped up even in the books.

But that's not the romance, that's the public presentation of the romance. Which is huge, freaks Katniss out, and in her head seems to have very little to do with her feelings.

I do read her and Peeta as romantic in a fucked up way as of the cave in the first arena, but she has so many fucking issues that there's just no room for it, and that's okay, considering.
