It's just comparing two kinds of love -- the unselfish kind that cares about the happiness of the person who is loved, and the selfish kind that doesn't care about the other person's happiness, only about possessing them and enjoying them. That's the really simplistic version though. The larger context is rooted in Blake's full collections of the Songs of Innocence and Songs of Experience.
