I realized after I submitted this that I'm going to get some arguments because Katniss does something major at the beginning of book 1 (volunteering in her sister's place.) I don't really know how that fits into the mockingjay symbolism. (Maybe it's to prove she is capable of action, so it won't be surprising when she starts to act more often?)

Tbh, I was about to comment that. Maybe the mockingjay symbolism means that the idea of the revolution can spread the way the mockingjays' songs do.

I think it means that too, actually. Collins used it for at LEAST three different meanings, some of them overlapping.

That occurred to me immediately, but I don't think it completely invalidates your point. You could argue that the volunteering put her in that position, and from there she was trapped for a while, because she really was.

Well, I guess the other Big Decision she made that helped determine her course was threatening to eat the berries with Peeta.

But even so, in many ways her course was set and she just had to ride it out. I don't think that takes away from her character - I just think her story was largely defined by, basically, how she was used by the various Powers That Be.

I don't know if her volunteering to replace Prim was an action so much as a reaction though... so your symbolism could still stand.
