Of course she's just responding to her situation as it happens - that's the point of her character. She doesn't want to start a revolution or be a symbol or do any of that - these are things that just happened to her and she's trying to minimize the damage as she rolls with it.

Like, seriously, her only goal is to keep her family safe. That's what I liked about her character, that she isn't someone who set out to change the world at all, she was just the person to fall into the role because someone needed to fill it.

I was so confused about people complaining about her lack of agency. Did they not realize that was how she was supposed to be?

That said, I actually didn't catch the symbolism with the mockingjay. Thanks for pointing that out, OP! :D
