You're completely right and I've always wondered this myself. Katniss started out being more like an animal than a free-thinking person. Her only concerns were protecting her family. That's where volunteering right out the gate came from. She didn't do it to fight any injustices. She just did it so her sister, who she's almost instinctually protective of, wouldn't get killed. She's a great character, but it's like people forget that she became a revolutionary on accident and actually tried really hard to not be a revolutionary because that isn't safe.
