I thought the unspoken slash rule was tall one tops, short one bottoms

That's what I thought too.

Usually, but there's a clause that says the more woobie one bottoms in the event of confusion, which sometimes wins out over height.

Despite the impression sometimes created by camera angles and cinematic tricks on the show, and which consequently has made its way into a lot of fics, there's only about one to two inches height difference between Jensen and Misha. (They're also built similarly, for the record--Dean's clothes would not hang loosely off of Cas's frame.)
