I think Blink does a better job of building tension, and the jump scares are effective for that reason. Jump scares don't instantly equal bad horror, they're usually just cheap horror, but the episode really invests in the fear.

But I agree the fact that they don't kill you or do anything bad to you is not as scary. Tragic, but not scary. I think most DW fans kid themselves when they think this is somehow more effective than actual danger, because they didn't like how much Moffat raised the stakes in the Series 5 Angels, and believe everything about Blink was better.
