I dunno if you're female or not, but would Mirielle from Noir be an option? You could skip the leather and go for a regular black mini skirt, and pair it with a pair of stockings and a jacket.

I did this once because it was too cold to walk around in a dinky li'l leather mini. I was a happy cosplayer.
