I think that's supposed to be the point of Joshua. Neku thought he and Shiki were going to get out, and now Shiki's gone and Neku's stuck working with this arrogant dipshit. It's reflected in gameplay by how squishy and hard to protect he is. The point when Neku actually starts to like Joshua coincides with when he starts becoming more useful in combat.

(And then the ending rolls around, and Joshua takes on a rather different role in the plot. I ended the game hating him all over again.)
