How bad were her teeth and how old is she (could she have misunderstood her situation)? If the dentist noticed that all of those teeth were rotting, it was for the best to remove them at the same time before an infection set in.

She is 30 but as far as she knew they were healthy. He never mentioned them being bad. He told my mother he had to remove them for the partial denture she is going to get.

It definitely sounds rather strange to remove that many healthy teeth for a partial denture. You should get in contact with the doctor and ask for a more detailed explanation when your sister feels up to it, because he has obviously failed to make certain that your sister knows what's going on.
