He's a random pony Rarity runs into when she's singing about how generous she is/how awesome the city is.

I doubt they gave him a fedora for any particular reason, a lot of the fashion in that episode seems to be stuck in the 40's and 50's and he's not the only character in that episode in a fedora. They likely gave it to him to stick with the whole cities aesthetic, including a mad men reference earlier in the episode.
