I'm not familiar with the origins of Godzilla beyond what Anon above posted, but...What? Godzilla is a giant monster and can presumably walk across the world fairly easily so...he can attack more than just Tokyo?

He can, and has. He's gone into space, he's done at least one world tour (where he beat up the previous American Godzilla in Australia), etc.
