I usually use a clean needle to dig the hair out and then pull it out with tweezers. As long as you keep everything clean while digging it, you shouldn't have any infections. At least I've never had any problems.

I've done this. I get ingrown hairs on my shins. I pour boiling water over the needle after washing it first, to make it as clean as I can.

Good tweezers are your friend.

I do this, too. If I went to the doctor for every ingrown hair, I'd be at the doctor's every day! (You people who only get ingrown hairs so rarely that it's a big deal: what's your secret?)
