To be fair he doesn't stay as a dog.

And he's like an android companion anyway so he's not even a real dog to begin with (they're really popular in-universe, lots of people have them in various animal forms. They're like Persocoms from Chobits only animals instead of people.)

Yes he does, he goes "on heat" and licks instead of kisses and in the bad end it's explicit that he's a raping animal.

I read "mentality of a dog" to mean that he was basically a dog in a human body with the intelligence of a dog. Yes he has some doggy characteristics but he's definitely human. I don't think you can really count the bad ends toward their characterization in the good ends.
