For the record, he's supposed to be dressed like Ash from Pokémon in that picture. His hair is always like that, though.

He's supposed to look like Ash because, in the context of this comic, he and Susan are chatting online. The implication is that Justin is dressed like Ash because his icon is Ash. It allows the artist to get in emotion and visual interest while reminding the reader that Justin and Susan are still chatting online-- it'd be boring to just see Susan and Justin sitting at the computer typing with text-boxes above their heads.

If I recall correctly, at some point he changes his icon to the little 1950's-esque logo guy from Borderlands and his outfit changes appropriately. When not online, his outfit is normal.

Another anon here. I like the concept of his different representations based on his avatar! I think it's very fitting for the theme of online chatting. And I find his art rather charming, despite (or because of) the lack of strong draftsmanship. It's great to see his improvement since when he first started; quite frankly, it's really impressive for anyone to keep up with a personal project for that long. That's a lot of dedication there.

There's always something great about people being creative and having the guts to put their stuff out there for the internet to see, knowing that this makes them vulnerable to potential trolls and flames as a result. That inner commitment to productivity despite outside negativity is how people improve and grow as artists.
