Nah, Tarkin actually sorta outranked Vader at that point, and he gave the order. Vader just didn't try to stop him.

Nah, he just stood there like a giant emo-robot while Tarkin verbally bitched slapped his daughter around. Tarkin gave the order when it turned out that Leia only gave up a target that wasn't important enough to be worth explodifying. Apart from being an emo-robot and a deadbeat violent dad, does Vader himself even do anything really villainous in the entire original series?

Well, his actions in Cloud City in ESB were fairly Bond-villain-ish. Between holding the city hostage, cheating Lando, and freezing Han in carbonite and selling him to the Hutts, pretty villainous, yes.

In ESB, hell yes. In A New Hope he was more cool and scary than out-and-out evil, but he did crush a guy's windpipe, and tortured Leia.

Thing is, at that point he didn't know Leia was his daughter. He didn't know that until he was chasing Luke around the Emperor's chamber on the Death Star in RotJ, when he read it from Luke's mind.
