I've had extremely uncomfortable itching in that spot in the past, and, in my case, it was caused by a small scratch/cut/split in the skin (probably caused by dryness, though not dryness in the sense of flaky skin so much as dryness in the sense of mild dehydration). If that's what it is for you too, then it should clear up soon enough.
