SHIELD used to do that in the MCU until first Tony Stark opened his mouth and admitted to being Iron Man at the end of the first IM movie, then Thor and his kind came and tore up a town, then came Loki and NY and SHIELD couldn't hide the truth about superheroes and aliens anymore.

But shield has multiple facets and failed at one of them. MIB would have failed at it's core directive.

Also, not equivalent. Everybody knew who Captain America was. He, and Hydra, are part of history. Tony brought it back out, but this world had already had a brush with strange. Or do you think all those regular soldiers clammed up and Agent Coulson's trading cards were something that only shield agents ever had?
