What? Best friends is one of the most popular types of pairing along with rivals.

If you say so, but I'm looking at my anime collection, and I can't think of an anime fandom I've been in where protag/his best friend came close to "canon love interest" or "rival" in terms of shipping (except in cases where the protag's best friend IS his rival). But my intake is almost all shonen where the rivalry is practically the point of the show.

Eren and Armin have virtually no tension between them, so it doesn't surprise me that the pairing hasn't taken off.

+1 to both points. I'm also trying to think of protag/best friend ships and mostly coming up blank.
Hell, even in Teen Wolf Scott/Stiles isn't the most popular, and that's a Western fandom. The Road to El-Dorado, maybe - pretty sure in that one the two main guys are the main ship, and they're best friends.

And agreed on lack of tension. I mean, Armin feels like a bit of a try-hard character in terms of making him ~so intelligent (pet peeve), but the only scene I can think of them that was at all interesting was back in episode 5 or whenever (you know the spoiler).

Off the top of my head from fandoms I've been in or know a decent amount about: Haruka and Makoto from Free! (considerably more popular than Rin/Haru), Masayoshi and Gotou from Samurai Flamenco, Ban and Ginji from Getbackers, Kotetsu and Barnaby from Tiger & Bunny (although I suppose you could argue Barnaby's the canon love interest, haha)...uhh, I haven't really been in many popular anime fandoms.

Outside of anime there's Sherlock and John from Sherlock, obviously (and Holmes/Watson from Sherlock Holmes in general), House and Wilson and House, Snake and Otacon from MGS, Sora and Riku from Kingdom Hearts (they were rivals, or at least Riku wanted them to be, for the first couple of games but they're far from it now), Stan and Kyle from South Park (god why), Rigby and Mordecai from Regular show, Miguel and Tulio as that other anon mentioned, and shitloads of comic pairings (eg. Blue Beetle and Booster Gold or Tim/Kon, Steve and Tony gets treated like a best friends pairing even though it's not really).

This is obviously far from an exhaustive list, just the first things that came to mind.

Hmm, Kotetsu/Barnaby doesn't count imo because they start as rivals before they become close, so that's shitloads of tension there and not really comparable to an "always best friends" situation.
I don't know Free! so I can't comment, and haven't seen Getbackers, but isn't Getbackers like... crazy slashy with Ban and Ginji? All the promo art looks like a yaoi. So there's heavy pushing in that direction, which is also different from a "just best friends~" situation that isn't being pushed for yaoi-baiting.
I will give you Masayoshi/Gotou, but I still think that their dynamic doesn't fall into the "best friends" type. I think that Best Friends is different from characters just Being Friends. Like, I don't actually think their relationship is particularly comparable to Eren and Armin.

Again, anything that's mucking with Rival/Not Rival?? dynamics is different because Eren and Armin are not rivals at all by any stretch.

But you bring up some interesting examples.

So basically what I'm getting from this is you don't think "best friends" is a popular pairing type because you've given it an artificially narrow definition. Like, it's so incredibly narrow it's completely pointless.

They're not allowed to have any tension (at any point), they can't have ship baiting, and they have to be comparable to Eren and Armin? I'm not even sure what that last one means.

Like, what is even left? Eren and Armin don't count under your definition because imo they've had a shitload of baiting. Almost as much as Ymir/Krista and Mikasa/Eren.
