I wouldn't say that people don't care about ideas, just that they're not solely what makes writing good or enjoyable. A good idea without decent writing to back it up might be a little weaker than say, a mediocre or clichéd idea that's written extremely well. But the catch about ideas not standing out unless the execution is bad is that, well, if you do your job well as a writer the story is going to work and read naturally-- so much so that hopefully people won't have the time or inclination to analyze it. At least not right away. The reason why it stands out after a bad execution is that everything stands out when something is poorly conceived and poorly written.

But honestly, don't be disheartened. Having good ideas is a good thing, no two ways about it. You don't know for sure that your writing is poor. If you want to know, find a good beta, someone who's more than a proofreader who can be honest about what you've written and then listen really carefully to what they say. Bad writing is fixable, OP. Bad ideas... well, they're a little harder to get rid of.
