I think it's a parody of Rob Liefeld's drawing style. He has a tendency to give characters tiny feet and enormous muscles in the wrong places, then load them down with even more enormous guns, and finish off by giving them more pouches than a kangaroo convention. Examples of his "best" works can be seen here.
