They exist, but it's both a matter of fandom and platform. Some fandoms are better at this than others. Also, some platforms are more relaxed about "OMG CRITICISM OF MY PRECIOUS" than others. Finding those places for different fandoms (if they exist) is a matter of luck, I guess.
