Men can't be victims of institutionalized sexism, because there is no such thing as institutionalized misandry.

They can, however, be victims of sexism on an individual level.

I don't know. A lot of the strict gender roles that affect both men and women are institutionalized. Those roles are mostly based on the idea that women are inferior and most of what hurts men goes back to misogyny and that needs to be acknowledged (because it's difficult to fix a lung problem if you think the problem is in the liver) but I don't think that saying that men are hurt by them too is automatically dismissing the problems faced by women. That statement is often used that way but it's also a legitimate point in the right context.

Not all institutionalized sexism is because of "misogyny". Sometimes women are the ones that create and support the so called institutionalized sexism. But then again, most people would probably say they had internal misogyny or some bullshit like that.

Have you ever heard of a guy being called "gay" (or some related slur that doesn't bear repeating) as an insult because he's perceived as not masculine enough?
Stay-at-home dads, men who like to sew or knit, men who would rather resolve a conflict through reconciliation than violence or shouting. They're all thought of as lesser, as sissy or weak, because they don't measure up to the arbitrary ideal of what a man should be. Heck, sweet drinks are called "girly drinks" and men who want sugar with their booze are sneered at.
It's no longer socially acceptable for men to show emotions, and so they either do (and are thought of as womanly and therefore weak) or they don't (and bottle things up to rankle at the backs of their minds for years).
Sure, there are less examples of institutionalised sexism that negatively affect men than women, and men usually aren't affected nearly as badly or extensively than women, but in the end sexism is nasty for everyone and needs to die a fiery death.

Men can be "victims" (I don't think that word usually applies) of individual sexism. "Recipients" would be a better word. They are not victims of institutionalized sexism.

The latter is, of course, a far bigger problem, and people who go out of their way to say "women are sexist too!!!11!!*" especially in discussions about women or feminism make me roll my eyes, but there is a distinction.

*referring to sexism against men, not internalized misogyny, obivously
