I feel ashamed now because I honestly thought he was 12 years old before I saw the anime. I'd just see pictures of him around and I guess I was so out of the anime loop that I assumed:
a) he was a protagonist prodigy like in Prince of Tennis
b) everyone had the same sleepy looking eyes and that the drawing style was crappy that way
c) his name was Rival
Now I like him.
