Because she isn't really free. This is the halfway point. She still has a huge burden on her shoulders.

Doesn't mean people are wrong to use it as a motivational, though.

This, so much. The song is really only the beginning of Elsa's new journey in the movie. But for me, that doesn't make it less powerful, given that it's one of the few times we see her really happy in the whole film. She's finally accepted part of herself but she still has a way to go before she is truly free.
