To be fair, Laketown is a podunk village sitting amid the ruins of the once-great city of Dale. It makes sense that everything in Laketown is second-rate, even their obsequious toadies

No, Laketown is a podunk floating village located on the Long Lake, while the ruins of Dale are located in the hills close to the main gate of Erebor. They're not actually the same place, though Laketown is the residence of those people of Dale who didn't pack up and move away entirely.
