I don't think fan art is legal though? I mean to sell that is.

Surely the BBC would sue if you tried to sell pics of the Tardis, they've sued people for less than that.

I don't think the BBC wants the headache of chasing after every TARDIS-thing being sold. And they sure don't want the bad will that sending a C&D to, say, TeeFury would rain on them.

It isn't legal and that is the whole point. Fandom would freak out about writers doing and say that artists can because it is different, when it is the same. Then try to make arguments that it has to do with the law, when the law says its the same.
