He can't father children. That suggests anything below the waist is not only kaput but mostly unresponsive.

If you wanted to you could argue that maesters do not know everything about the human body and its capacity for recovery and lack modern diagnostic tools, so that conclusion could have been wrong. --But that certainly seems to be the intended canon.

That maester was probably the best healer for miles. Which means those with similiar malady's have been unable, and since his care was also employed here...
