No, she's objectively a bad mom. Norman's problems may not have entirely to do with her, but her child needs mental help and at this point should probably be in a hospital because he is a danger to himself and others. (And Norma knows that.) But Norma is codependent and can't function without Norman around, so that's not going to happen. She's being selfish and putting her needs above Norman's, which makes her a bad mom.

And I say this all as someone who never watched the movie and didn't even know there was a book until this secret.
