One of my favourite dwarf roles is Dr. Miguelito Loveless on Wild Wild West. Loveless is a megalomaniac mad scientist whose motivation is to regain his family's Spanish-granted lands in California by forcibly removing it from US control, and afterwards to have revenge for being perpetually thwarted in that goal and others by our heroes. I think he was supposed to be a once-off villain like most villains on the show, but then Michael Dunn walked onscreen and played a thoroughly charming and psychotic genius who more than gave our heroes a run for their money, and after that Loveless was pretty much one of only two recurring villains on the show (and the other one, Count Manzeppi, only appeared twice to Loveless' ten times).

So, agreed. Fantasy dwarves are the least of what can be played.
