Well see, that actually made sense though.

Batman couldn't abide the actual murderer getting away. Of course, catching the criminal meant exonerating the Joker.

It's really every other part of the Gotham Justice system that's failled, since there were so many other murders they could have tried him for save that one.

I mean seriously, how has a politican not run on a "lets get the death penalty in Gotham" platform? Hell, how has every politician not?

Yeah, you'd think by now they have enough crimes on him that once they've got him in one place for half an hour they could convict. I mean where the fuck is the jury who would NOT convict the Joker???

You sit there in the Jury box thinking "I'm going to convict this sob" and then just as the District Attorney starts talking about the people killed during the Joker's last escape, the Joker turns to the Jury and gives you a little wave. Suddenly, reasonable doubt starts creeping in, and also the overwhelming urge to urinate too. Yeah, if I was on a Gotham jury, I would never find any of those freaks guilty (and would look into moving out of state too).

I think it is because the Joker's girlfriend is on that team (Harley is on the suicide-whatever team, right?). The DC verse is run by assholes even in-universe.

I'm guessing through either being bribed/blackmailed/intimidated out of it by the criminals in question, or if not accepting of bribes, then killed by them.
