I lean towards books, because of one advantage and one limitation.

The advantage: description is exactly as much as the writer wants it to be. You don't have to shadow your monster's form, you can simply not describe it until you want to reveal it. This allows for all sorts of tricks with perspective.

The limitation: no jump scares. This forces authors to get more creative with how they scare people. (Let's face it, jump scares are barely even horror--they're the artistic equivalent of popping a balloon next to someone's ear.)
