It's hard for me to imagine anyone saying that and expecting to be taken seriously, because cartoons today are fucking amazing.

Like, I've gone back and watched a few Animaniacs episodes. I thought that show was THE SHIT when it was airing.

It is not as funny as I remember it being.

Meanwhile, there has been a steady stream of crazy ambitious, dramatic/hilarious/both animation over the past ten years or so, and shit just seems to be getting better.

So yeah, I guess I agree with you.

The Spielberg cartoons in general haven't aged well because they're a combination of the kind of surprise absurdity that only works the first time you see it and now-outdated (and sometimes even then-outdated) pop culture references.

If you take away all the Slappy/Skippy toons, Animaniacs is fantastic. Skippy and Slappy were funny to me as a kid, but now all I want to do is just slap Skippy for being an obnoxious twit.

Honestly? I think that the 90s (and early 00s) had a higher proportion of generically watchable cartoons than there are currently on TV. Which isn't to say that there are fewer good cartoons nowadays, because every generation definitely has its gems, and there are several current cartoons that I enjoy watching.

I just think that the cartoons that aren't the good ones aren't as watchable as the mediocre cartoons of the 90s/early 00s were. Up through my teens I could still turn on the TV and catch cartoons and even if I didn't think they were particularly good I could still watch them? But at the moment it's just like... meh.

Though part of that might be the rise of all those random live action shows that would have been slots given to animated shows back in the day. So it may just be that there are relatively fewer cartoons overall at the moment.
