Personally I have the insistent feeling that Naruto is gonna bring him back anyway (and most of the other dead fodder ninja) because the manga has become THAT ridiculous at this point.

and because if no one brings back all the dead people, there won't be enough left to make up even one village let alone a ninja world.

TL;DR You'll probably get the opportunity to write them soon enough.

I'm not sure if you read the latest chapters but Naruto basically just resurrected Gai from certain death. Before that Obito had been on the verge of doing Nagato's resurrection jutsu to bring back all the dead...
