I think the climax is actually what pushes it into greatness. I love that quote going around tumblr about how the scene was pitched and the entire room of animators were left gaping, Lassiter said he'd never seen anything like that, and the person pitching it got a standing ovation.

IMO, even the soundtrack isn't particularly fantastic -- Alan Menken in his Disney Renaissance days would have wiped the floor with the Lopezes, although the score is stunning in parts.
