Part of the same-faceness can be explained by the fact that several of the women in the picture are related to each other. Genetics and all that jazz.

Also, how does Mother Gothel look like any other female?

I think she does just by virtue of similar face and eye shape.

But she doesn't have a similar face shape. Her face is more square and sharp. Everyone else's is oval/round.

(And I totally headcanon the fact that Rapunzel is somehow relayed to Anna and Elsa, which would totally make all five of them related to each other)

And I also agree that Gothel looks different enough from the others for it to be very noticeable.
